IHS Facility Funding Programs
Tribal Nations have several federal tools available to expand, build, and sustain health facilities. THA helps Tribal leadership understand each option and navigate the planning and application process with confidence.
IHS Joint Ventures Construction Program (JVCP)
Tribes can build or renovate health facilities using Tribal or other non-IHS funds and lease them to IHS for operations — expanding capacity while leveraging federal operational support.
Small Ambulatory Program (SAP)
The IHS Small Ambulatory Program provides competitive funding to federally recognized Tribes operating non-IHS outpatient facilities under P.L. 93-638 contracts — supporting construction, expansion, or modernization of ambulatory facilities. SAP opportunities are infrequent and application windows are short.
105(l) Leases
Tribes are compensated for reasonable operating costs of Tribally owned or leased facilities delivering IHS-funded programs — ensuring facilities remain functional and financially sustainable.
